The Finance and Operations Manager is responsible for managing the financial, operational, administrative processes and systems within the Academic Development Programme (ADP) at the University of Cape Town.
This role is crucial in providing strategic support and advice to the ADP leadership to ensure ADP’s financial sustainability and achieving ADP’s mandate and vision while mitigating financial risk.
ADP’s size and the de-centralised nature of most of its units, entails managing processes and operating systems across a complex network that encompasses ADP’s central and faculty-based units. This involves a strong coordinating and oversight role of administrative staff in central ADP and the ADP units. The role also entails engaging with other departments in CHED, faculty managers and other administrative staff in faculties. The person in the post will need to work closely with internal and external stakeholders for example: the Research Office and other research Units, Central Finance, HR and external auditors and donors.
REQUIREMENTS:
- An appropriate NQF level 6 qualification
- 6 years of recent and relevant financial administration experience in a higher education environment within a department with similar complexity.
- Knowledge of financial management and processes, financial planning, administration of grants and budgets.
- Staff management skills.
- Sound knowledge of administrative and HR policies and procedures in Higher Education.
- Quantitative and financial management skills at the appropriate competency level.
- Understanding of teaching and learning in the higher education landscape and its impact on administrative processes.
- Experience in interpreting and accurately implementing policies and procedures.
- Sound IT knowledge and skills including Microsoft Suite especially Excel, SAP or similar Enterprise Resource Planning (ERP) systems, Drupal or similar, and Cloud applications.
- Good communication and interpersonal skills.
- Meticulous attention to detail
- Ability to work independently and as part of a team.
- Excellent time management skills with experience managing competing deadlines.
- Strong planning and problem-solving skills with the ability to multitask
THE FOLLOWING WOULD BE ADVANTAGEOUS:
- NQF levels 7 qualification in an appropriate field.
- General Operating Budget (GOB and non-GOB), UCT policies, and HR administration experience
- Sound knowledge of UCT administrative and HR policies and procedures
RESPONSIBILITIES:
- Resource planning, analysing, control and reporting on income and expenditure for ADP, its constituent units and its programmes and projects.
- Preparing and managing the annual budget process for ADP and making budget recommendations in conjunction with the ADP director, the CHED finance office and the ECP programme manager.
- Facilitating financial management, monitoring, control, and reporting on earmarked grants and donor funding (non-GOB and research).
- Providing strategic support to the HoD and ADP staff on their GOB portfolios, non-GOB and research projects and the development of business proposals accompanying applications for grants and donations in alignment with UCT and CHED policies and procedures.
- Overseeing HR-related administration and management which includes recruitment, onboarding and performance management processes within the department.
- Managing the administrative work of Central ADP and major administrative activities in the faculty-based units.
- Oversight of a central ADP repository within the department (for example equipment, physical space allocation, updating of staffing lists).
- Ensuring effective internal and external communication in cooperation with the ADP and CHED leadership and administrative teams.
The annual cost of employment for 2024 including benefits is between R 612 625 and R 720 734.
